Continued Suspension of Military Item Shipments
Until further notice, DHL Express will not accept shipments of military items subject to national export (or extra-territorial re-export) controls. Customers will be notified as soon as the suspension is lifted.
This suspension does not include domestic shipments or shipments of licensed dual-use items.
If you are uncertain whether your shipment contains military items subject to national export controls, please contact your national licensing authority.
Spread of COVID-19 and DHL Express Bulgaria Working Process
In relation to the Covid-19 pandemic and the state of emergency declared in the country, we would like to inform you that all DHL offices will keep their normal operating hours. However, we have implemented the necessary hygiene practices in order to prevent infection.
Therefore, we kindly ask you to comply with the following requirements when sending or receiving shipments:
- Avoid overcrowding in DHL offices
- Wait at a reasonable distance (or outside the office) to avoid overcrowding
- Keep a distance of 1 meter from the reception desk and the receptionist who is servicing you
- Use a contactless payment method such as debit or credit card instead of paying in cash
We would like to remind you that you can request a courier pick up by calling 0700 17 700 or *3456 (for mobile operators). As of 21 February 2020, you can also track your shipments 24/7 at 0700 17 700, Option 1.

Emergency Situation Surcharge Adjustment – Effective July 1, 2020
Given the significant impacts of COVID-19 on the global aviation industry and in order to help us maintain reliable and high quality delivery services for you and your customers, DHL Express introduced a temporary Emergency Situation Surcharge in early April.
Since the onset of this global pandemic, DHL teams have been working around the clock, adapting and adjusting the operations of our global network to align with new developments, regulatory requirements and constant changes in capacity and demand.
ADJUSTMENT OF THE EMERGENCY SITUATION SURCHARGE
As market conditions continue to evolve with the ongoing COVID-19 situation, the Emergency Situation Surcharge will be adjusted downwards effective July 1, 2020.
This adjustment reflects changes in market dynamics and air capacity availability. Given expected reductions to our additional costs out of China and Hong Kong, we will make a downward adjustment for the following origin/destination combinations:
- China to Europe/Americas/Rest of World: from BGN 3.60 p/kg to BGN 1.80 p/kg
- China/Hong Kong to Australia/New Zealand: from BGN 3.60 p/kg to BGN 3.30 p/kg

Please note that the Emergency Situation Surcharge is a temporary charge, which allows us to cover part of the operating cost increases and the necessary air network adjustments. We will continue to evaluate and adjust the ESS as market conditions evolve for the duration of this emergency situation.
