Emergency Situation Surcharge (ESS) Adjustment – Effective November 7th 2021
Given the significant impacts of COVID-19 on the global aviation industry and in order to help us maintain reliable and high quality delivery services for you and your customers, DHL Express introduced a temporary Emergency Situation Surcharge in 2020.
Since the onset of this global pandemic, DHL teams have been working around the clock, adapting and adjusting the operations of our global network to align with new developments, regulatory requirements and constant changes in capacity and demand.
As market conditions continue to evolve with the ongoing COVID-19 situation in combination with the cost associated with capacity constraints in the global air network during the peak period, the Emergency Situation Surcharge (ESS) will be adjusted effective November 7th, 2021 until February 13th, 2022.
We will update customers before February 13th 2022 about the development of market conditions and the subsequent evolution of the Emergency Situation Surcharge.
Although the ESS surcharge for most lanes will not change, we are making adjustments for specific origin/destination combinations. This adjustment reflects changes in market dynamics and air capacity availability during the peak period, and operational restrictions imposed related to COVID-19 measures from local governments.
The adjustments are summarized below:
- Origins China and Hong Kong to destinations in the Americas region:
€0.9 p/kg to €2 p/kg
- Origins China and Hong Kong to destinations in the Europe region:
€0.9 p/kg to €1.25 p/kg
- Origins Europe, Americas and Rest of World to destination Australia and New Zealand:
€0.2 p/kg to €2 p/kg

***All shipments from Australia/New Zealand/Papua New Guinea to Australia/New Zealand/Papua New Guinea will be charged €0.20/kg regardless of billing location.
Please note that the ESS is a temporary charge, which allows us to cover part of the operating cost increases and the necessary air network adjustments. We will continue to evaluate and adjust the ESS as market conditions evolve for the duration of this emergency situation.

Fraudulent SMS Alert
DHL has been alerted of the unauthorized use of its business name in SMS messages asking receivers to download an application with the extension '.apk'. We encourage you to let us know at your earliest convenience by sending a screenshot of the suspicious SMS to email@example.com, include the suspicious phone number in the message. After reporting the fraudulent message, please delete it and under no circumstance should you download the application.
Covid-19 Service Impact
Following the current Covid-19 outbreak situation, we confirm that DHL Express continues to take all necessary measures to deal with this emergency and contain the risks of contagion, giving top priority to the health and safety of our people, our customers and anyone that interacts with our network.
Many customers in the past few days have requested that shipments be delivered without interpersonal contact and without manipulating the devices we use to sign the delivery. For this reason, to meet the needs of our customers and protect the safety of DHL customers and couriers, shipments are delivered without an obligation to sign.
Even in a time of particular difficulty, we continue to strive to guarantee our customers the best quality of service, thanks to the contribution of our people and, in particular, our Couriers and Receptionists, to whom we are very grateful.
Weather Alert – Winter Storm in U.S. Causing Shipment Delays
A major weather event causing heavy snow and ice, freezing temperatures and slick conditions is impacting our air and road operations at the DHL CVG Hub in the U.S. As such, DHL delivery operations may be delayed for shipments throughout the Americas region that transit through our U.S. Hub.
The safety of our employees and partners is our top priority, and contingency plans have been put in place to minimize this storm’s potential impact on service.
We encourage those within the areas of impact to take all necessary measures to remain safe and heed the warnings of your local authorities.
The DHL Express International Service Guarantee does not apply for late shipment delivery of DHL Express shipments caused by natural disasters or weather.

Continued Suspension of Military Item Shipments
Until further notice, DHL Express will not accept shipments of military items subject to national export (or extra-territorial re-export) controls. Customers will be notified as soon as the suspension is lifted.
This suspension does not include domestic shipments or shipments of licensed dual-use items.
